Press Release

Warning against the escalation of the Israeli occupation’s crimes in the wake of the Israeli Minister of Internal Security’s permission to hold the so-called flag march in the

occupied city of Jerusalem, and its passage through Bab al-Amud on May 29, 2022.

The International Commission to Support Palestinians’ Rights (ICSPR) highly appreciates your acclaimed role in serving the aspirations of the peoples of the world, including the State of Palestine.

With reference to the above subject, we are addressing you today to inform you of the provocative and aggressive decision against Jerusalem, its citizens and its sanctities, regarding allowing the so-called flags march.

the International Commission for Supporting Palestinian Rights (ICSPR) sent all the institutions of the international community Among them: UN Special Rapporteur on violence against women, its causes and consequences , UN Special Rapporteur on arbitrary detention , UN Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment , Secretary-General of the United Nations ,Secretary-General of the Organization of the League of Arab States , Secretary-General of the Organization of Islamic Cooperation , High Commissioner for Human Rights ,UN Special Rapporteur on human rights in the occupied Palestinian territory , Director of the Red Cross Mission in the Palestinian Territories.

The decision of the “Minister of Internal Security of the Occupation Government” issued on Wednesday, 18/5/2022, regarding allowing the holding of the so-called flag march in Jerusalem on the 29th of this month, is a blatant and aggressive attack on the feelings of Muslims, especially the Palestinians. A decision that inseparable from the open occupation war against Jerusalem, its citizens and its sanctities, and an extension of the continuous Israeli escalation campaigns that threaten to worsen and lose control of the situation.

The decision entails a violation of the sanctity of the holy places, and falls within the framework of the processes of Judaizing Jerusalem and perpetuating its annexation and attempting to abolish any aspect of the Palestinian presence in it, which is a blatant challenge to states’ positions and their condemnation of the occupation policy in Jerusalem, deliberately sabotaging efforts to stop the escalation and calm the situation, an insistence on adhering to the occupation, settlement and Judaization operations, and a rebellion against international law, United Nations resolutions and the international will for peace, and proves that the Israeli occupation chose to escalate against the Palestinian people.

ICSPR appreciates your role in promoting the rights of the Palestinian people and responding to violations against them, and stresses the danger of this decision, and its imminent repercussions that the Palestinian arena will face. Therefore, ICSPR calls on you to take a firm stance to pressure the Israeli occupation government to cancel this decision.

74  years since the Nakba of Palestine

Ref: 51/2022

Press release,

74  years since the Nakba of Palestine

In light of a state of a suspicious international inability and silence, the Israeli military occupation continues to deny the rights of the Palestinian people and the principles of international law.

Sunday the 15th of May marks the 74th anniversary of the Palestinian Nakba, represented in the forced displacement of the Palestinian people in 1948 at the hands of Israeli gangs.

This occasion passes while the Israeli occupation state continues to refuse to submit to the legal and moral policies of the international community, and treats itself as if it is a state above international law.

The Israeli occupation’s denial all legitimate rights of the Palestinian people, especially the right of Palestinian refugees to return, which is stipulated in United Nations General Assembly Resolution No. 194 of December 11, 1948, and its denial of the right of the Palestinian people to political and economic self-determination would not have been possible if it wasn’t for the international community’s conspiracy of silence towards the rights of the Palestinian people.

There are hundreds of indications of the Israeli occupation persistence and insistence to implement the policy of racial discrimination and oppression against the Palestinians, including the continued confiscation of land and the expropriation of Palestinian properties, the fragmentation of the unity of Palestinian lands, the isolation and forcible separation of residents in the various Palestinian territories, and the imposition of severe restrictions on freedom of movement and the use of land and resources, and last but not least, the continuation of the siege on the Gaza Strip for more than 16 continuous years.

The International Commission to Support Palestinians’ Rights (ICSPR) reminds the international community of the tragedy and suffering that the Palestinian people have gone through since 1948, where they live in a state of asylum, dispersion and permanent violation of human rights, and stresses the right of the Palestinian people to return to their homes and restore their original property as a sacred and historical right based on the principles of absolute truth and justice before being based on the principles of international law. Therefore:

  1. ICSPR believes that the right of return and compensation is an inalienable right that can’t be bargained, negotiated or referendum, and that it fundamentally contradicts all suspicious calls for resettlement, displacement, integration, dissolution or compensation as an alternative to the right of return.
  2. ICSPR calls on the international community to urgently intervene to compel the Israeli occupation to stop its crimes committed against Palestinian civilians and their property in the Gaza Strip, and to work to hold the Israeli occupation accountable for the war crimes it commit.
  3. ICSPR calls on the international community not to sacrifice the principles of international law, and not to continue the conspiracy of silence by implementing what it was obligated in accordance with international law.
  4. ICSPR stresses the importance of providing international protection for Palestinian refugees, by working on issuing a UN resolution to grant the United Nations Relief and Works Agency for Refugees the authority to protect refugees with an independent budget, in addition to its traditional tasks, in order to ensure that Palestinian refugees, wherever they are located, benefit from the international protection provided by the International Convention for the Protection of Refugees.
  5. ICSPR demand the Palestinian parties to restore national unity, reactivate the electoral process that was suspended without real justification by a presidential decree, and rebuild the Palestine Liberation Organization to ensure its ability to respond to all the current challenges facing the Palestinian cause.
  6. ICSPR urges the Palestinian Ministry of Foreign Affairs to activate the role of Palestinian embassies around the world, in a way that enhances their diplomatic moves to triumph for the rights of the Palestinian people, provided that to be within the framework of a clearly defined national strategy, and not on a seasonal or partisan basis.

Press Release

Reporting the assassination of the Palestinian journalist: Shireen Abu Akleh.

The International Commission to Support Palestinians’ Rights (ICSPR) highly appreciates your keenness and the keenness of the permanent International Criminal Court to narrow the scope of impunity.

With regard to the above subject, we would like to inform you of the circumstances of the assassination of the journalist: Sherine Abu Akleh “Al-Jazeera correspondent”, in order to urge you, in the name of humanity and justice, to conduct preliminary investigations to complete the course of the preliminary study launched by your office years ago, considering that starting the preliminary investigation will deter the perpetrators of war crimes and crimes against humanity.

The Israeli military occupation forces stormed Jenin camp at 6:45 am this Wednesday, May 11, 2022, and directly targeted a number of journalists covering the events, despite wearing blue jackets with distinctive badges and protective helmets. The directly targeting resulted in injuring the journalist Shireen Abu Akleh (51 years), with a live bullet in the head, and the journalist Ali Sadiq Salim Smoudi (55 years), who works as a producer for Al-Jazeera, with a live bullet in the back.

Due to the occupation forces obstructing providing first aid to the injured by deliberately continuing to shoot at anyone who tried to approach them (as shown in the visual documentation), ambulances were able to transport the two injured to Bin Sina Hospital in Jenin. At around 7:15 am, the medical staff in the hospital announced the death of journalist Abu Akleh of her injuries.

In the same context, the Palestinian Forensic Medicine Institute confirmed the preliminary results of the autopsy of journalist Shireen Abu Akleh, that the bullet that hit her was a direct lethal bullet, which caused extensive lacerations to the brain and skull.

Several videos documenting the crime or part of it showed that the location of journalist Sherine Abu Akleh and her colleagues was not a location of armed clashes, and that the source of the shooting came from the Israeli occupation forces side.

The location of the injury “below the ear” is an open area, not covered by the helmet, which indicates that the targeting of Abu Akleh was deliberate and not random. All of these indicators refute the Israeli government’s allegations regarding the murder of journalist Shireen Abu Alaka.

Moreover, the Israeli announcement to open an investigation into the crime, can’t be trusted in light of the experiences of the operational investigation system followed by the occupation forces, which enjoy unprecedented immunity from the Israeli judiciary.

In addition to all field facts which confirm that the Israeli military occupation forces executed the journalist Shireen Abu Akleh, the old and present Israeli behavior towards journalists and civilians in the occupied Palestinian territories clearly indicates the Israeli desire, planning, and implementation of crimes against journalists, where since the beginning of 2000 to date, the Israeli occupation has killed 23 journalists working in the occupied Palestinian territories in its quest to assassinate the truth.

Those who follow up the Israeli crimes and violations are certain that its warlike behavior towards journalists, media professionals and journalistic institutions operating in Palestine reflects Israeli plans that deliberately target journalists to limit their ability to report field facts.

ICSPR is addressing you today in the name of humanity and justice as indivisible moral and legal values, to urge you to:

  1. Include the murder of the journalist Sherine Abu Akleh to the file of grave and serious violations committed by the Israeli occupation forces in the occupied Palestinian territories.
  2. Take clear public positions regarding the crimes of the Israeli occupation against Palestinian civilians, including journalists, emphasizing that these crimes amount to war crimes stipulated in the Rome Statute, and that the occupation deliberately undermines the international protection granted to journalists under the Geneva Conventions and its protocols.
  3. Take a step forward on the Palestinian track, by actually starting preliminary investigations, which would achieve the required deterrence to limit Israeli military plans that contradict the principles of international humanitarian law.

Disrupting or delaying the work of the principle of international accountability means encouraging the Israeli occupation forces to commit more crimes described in the Statute of the Court, the four Geneva Conventions, especially the Fourth Convention of 1949 and the First Additional Protocol of 1977.

Press Release

An urgent appeal, calling on you to take immediate action to release the Palestinian detainee “Khalil Al-Awawda”, who is on hunger strike since March 3, 2022 to this moment, and being subjected to torture, ill-treatment and deliberate medical neglect in the prisons of the Israeli occupation

The International Commission to Support Palestinians’ Rights (ICSPR) highly appreciates your well-known keenness, in order to put an end to human suffering. With reference to the above subject, we are addressing you today to inform you of the dangerous and catastrophic complications that the 40-year-old Palestinian detainee Al-Awawda suffers from. Al-Awawda, is a married man and a father of four girls, he continues his hunger strike in protest of his administrative detention for the 71st consecutive day, where the occupation authorities arrested him on December 27, 2021, and an administrative detention order was issued against him for a period of 6 months, without any charges being brought against him. He had previously been arrested several times since 2002, and this is the fifth arrest, including three administrative detentions.

the International Commission for Supporting Palestinian Rights (ICSPR) sent all the institutions of the international community Among them: UN Special Rapporteur on violence against women, its causes and consequences , UN Special Rapporteur on arbitrary detention , UN Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment , Secretary-General of the United Nations ,Secretary-General of the Organization of the League of Arab States , Secretary-General of the Organization of Islamic Cooperation , High Commissioner for Human Rights ,UN Special Rapporteur on human rights in the occupied Palestinian territory , Director of the Red Cross Mission in the Palestinian Territories.

His lawyer filed an appeal against the decision confirming his administrative detention. On 17/4/2022, Ofer Court rejected the appeal and maintained his administrative detention decision.

A petition was submitted to the Supreme Court and a session was set for him on 05/03/2022, and later the court decided in the session to transfer him to a civil hospital and did not issue a decision to cancel or end his administrative detention. So far, no decision has been issued regarding the petition submitted by his lawyer to release him.

:We send you this urgent appeal at a time when the detainee “Khalil Al-Awawda” is exposed to severe complications as follows

  • As a result of the deteriorating health condition of the detainee as a result of his continuous hunger strike, he was transferred from “Ramla” prison to the Israeli “Asaf Harofeh” hospital, then he was returned to Ramle prison, where the occupation authorities refused to keep him in the Assaf Harofeh Hospital despite his urgent need for urgent health follow-up.
  • Despite the dangerous health situation that Awawda has reached, the occupation authorities refuse to respond to his demand to end his administrative detention, and to this day there are no signs of serious solutions to his case.
  • “Al-Awawda” and about (750) other sick detainees suffer from medical neglect and a policy of denial of their minimum rights, and things got more complicated under the occupation’s enactment of racist legislation aimed at undermining their dignity, foremost of which is the law to freeze funding medical treatment for detainees and the injured in December 2018, in a compound violation of international and humanitarian laws, which leads to killing Palestinian prisoners and detainees with premeditation.
  • According to the last visit to Awawda in Ramle prison, it was confirmed that he suffers from very difficult health conditions and that his body is deteriorating from severe pain, and the abusive measures implemented by the occupation prisons administration against him are exacerbating the situation.
  • Awawda is currently suffering from a fragile and anxious psychological condition, and he needs people to stand in solidarity with him by making good and serious efforts, in order to release him and live freely outside the bars of captivity.

We look to your interventions as a banner to ensure that members of the international community fulfill their obligations towards respecting human rights standards, foremost among which is the condemnation of all kinds of grave violations to which prisoners and detainees are subjected in Israeli occupation prisons, especially arbitrary administrative detention, torture and medical negligence.

We call on you to condemn and prevent these practices and violations, investigate, and take appropriate and effective measures to prevent the escalation of violations by the Israeli occupation forces, which contributes to preventing further escalation in the region.

We also call on you to exert more efforts, by taking urgent and serious measures that would put pressure on the Israeli authorities to release the Palestinian detainee “Khalil Al-Awawda”, to stop all violations to which he is exposed.

We hope that you will take actions now, as tomorrow, it might be too late.

A briefing on the killing of journalist “Youssef Abu Hussein” in an Israeli raid, and more than (255) violations committed by the occupation authorities against journalists and media professionals in the occupied Palestinian territories during May 2021

Ref:  44 /2021
Date: 2 June 2021

Ladies and Gentlemen:

  • Secretary-General of the United Nations
  • UN Coordinator for the Peace Process
  • Secretary-General of the International Federation of Journalists
  • Prosecutor of the International Criminal Court
  • UN Special Rapporteur on human rights in the occupied Palestinian territory
  • European Union
  • OHCHR

Subject: A briefing on the killing of journalist “Youssef Abu Hussein” in an Israeli raid, and more than (255) violations committed by the occupation authorities against journalists and media professionals in the occupied Palestinian territories during May 2021

The International Commission to Support Palestinians’ Rights “ICSPR” highly appreciates your keenness and efforts to intervene to stop violations against journalists and media professionals around the world, including those working in the occupied Palestinian territories in accordance with the provisions and rules of human rights law and international humanitarian law.
With reference to the above subject, we are addressing you once again within the framework of our vigorous follow-up as a national human rights institution, to inform you of the violations of media freedoms and the rights of journalists in the Palestinian territories, especially in the Gaza Strip during the period of aggression.

The military attacks resulted in systematic and widespread violations, where the occupation authorities killed (253) citizens, including (67) children, (39) women, (19) the elderly, a journalist, and (2) doctors, and injured (1948) others, of whom, (450) children and (295) women -according to the preliminary estimates of the Palestinian Ministry of Health-, in addition to the severe damage to homes, towers, housing units, economic and tourist facilities, infrastructure, the communications sector, facilities of the Ministry of Health, mosques, places of worship, clinics, medical laboratories, journalists’ offices and press crews and their headquarters, in the framework of a widespread and systematic Israeli attack that violates the minimum provisions of human rights covenants and international humanitarian law related to the protection of civilians, civilian facilities and journalists.

Ladies and Gentlemen,

According to data recently issued by the Palestinian Journalists Support Committee, the number of violations of media and press freedoms and rights during May 2021 is the highest since the beginning of this year, after the Israeli occupation targeted journalists in the occupied Palestinian territories, which amounted to (255) violations in all Palestinian territories, and the number of violations of Palestinian content amounted to more than (93), through restricting publication, banning and closing hundreds of journalists’ accounts.

  • With regard to the occupation’s violations of the rights of media professionals in the Gaza Strip during the recent aggression, the Journalists Support Committee documented 101 violation, as the occupation killed the 33-year-old journalist Youssef Abu Hussein as a result of destroying his house while he was inside it in the Sheikh Radwan area, and injured (13) other journalists as a result of direct bombing, or during the destruction of their homes, or during practicing their work in covering the military aggression on civilians. The data also indicates that the occupation authorities have destroyed about (59) media headquarters after bombing the residential towers in which these headquarters and media offices are located.
  • With regard to the occupation’s violations of the rights of journalists in the West Bank and occupied Jerusalem, the data also indicates that the occupation authorities committed about (154) violations against journalists during the month of May 2021, distributed as follows: More than (70) injuries were monitored, including targeting them with live bullets and rubber bullets, sound and poisonous gas bombs, and severely beating them, including female journalists, and spraying dozens of journalists with wastewater, to prevent them from covering, especially in occupied Jerusalem and the Sheikh Jarrah neighborhood. The data also indicates that the occupation authorities arrested, detained and summoned more than 16 journalists, and later extended an administrative detention of 10 journalists. In addition to (4) cases of breaking into the homes of journalists and writers in the occupied city of Jerusalem, in addition to monitoring (42) cases of prevention from coverage and professional work of journalists, and cases of destroying a car, equipment, cameras and phones owned by journalists.

In addition to the aforementioned series of violations against journalists in the West Bank and occupied Jerusalem, the occupation authorities incited the dismissal of a journalist from his job, where the French news agency arbitrarily dismissed journalist “Nasser Abu Bakr” from his job, after more than 20 years of his work in the aforementioned agency. And according to the data available in this regard, the aforementioned journalist “Abu Bakr” has been subjected to a systematic campaign of harassment over the past five years to force him to resign and leave the job.

  • With regard to fighting Palestinian content, the data indicates that the administration of social media platforms, under pressure from the occupation authorities, has blocked and restricted hundreds of accounts of journalists and media institutions, which owners used them to reveal and document the recent Israeli aggression against the Palestinians in the occupied city of Jerusalem and the courtyards of Al-Aqsa Mosque, and the aggression on the Gaza Strip, where (93) violations were detected as a part of the fight against Palestinian content, which is in contrast to the lowest human charters that granted journalists a special status and protection.

Ladies and Gentlemen,

We hope that you will intervene now and exert more efforts to ensure that Palestinian journalists in the Occupied Territories enjoy the legal protection for journalists and media professionals, in a manner that ensures the stop of Israeli threats and crimes against them, including holding the perpetrators of these violations accountable.

The threat continues, and tomorrow it might be too late. Journalists in the occupied Palestinian territories deserve to work with and for them, as all of them aspire to an international role that guarantees them the enjoyment of their internationally guaranteed rights, as non-derogable rights, in line with the principles of international covenants, and pursuant to the fact that delaying justice is injustice.

Best regards,

Lawyer Salah Atti

Chairman of ICSPR

The chairman of ICSPR, lawyer Salah Abdul Atti, commented on the statement of the Israeli occupation army, which says that through its aggression on the Gaza Strip, it killed 120 fighters from the resistance in the Gaza Strip.

Date : 15 May 2021

The chairman of ICSPR, lawyer Salah Abdul Atti, commented on the statement of the Israeli occupation army, which says that through its aggression on the Gaza Strip, it killed 120 fighters from the resistance in the Gaza Strip.

Abdul Atti confirms that this is a false policy and an additional crime to justify the war crimes committed in the Gaza Strip, especially targeting civilians and civilian properties, and to justify the excessive and indiscriminate use of force with no consideration to the rules of international humanitarian law and the principles of distinction, proportionality, and military and humanitarian necessity.
Moreover, the occupation has committed massacres against 12 families, whose all members have been exterminated, which constitute war crimes and crimes against humanity. Even the fighters that the occupation killed, and who by the way nearly 10% of the martyrs, were targeted in their homes with their families, not in the battlefields, where three residential towers and more than 700 housing units and civilian facilities including mosques, schools, media and commercial offices were destroyed, in addition to destroying networks, roads, water lines, electricity supplies, and other crimes continue until now. According to the Hague Conventions and the Geneva Conventions, this is an act of shamelessness and revenge that amount to the level of war crimes by deliberately targeting civilians and civilian objects, and the bombing with missiles weighs more than a ton for civilian facilities, residential towers and homes over the heads of their inhabitants, the destruction of the infrastructure, the bombing of police and government headquarters, private offices, shops and economic establishments, and deliberately carrying out continuous raids to terrorize civilians, using the power of fire, missiles and rockets equivalent to an atomic bomb on an area of no more than 360 kilometers that has been besieged for 16 years, which reflects the disdain and denial of all standards of human rights and international humanitarian law.
Even the claim of self-defense by the occupation and its allies is false, as self-defense, according to a decision of the Security Council is limited to liberation movements and non-aggressor states. The root of the problem is the Israeli occupation, its war crimes, policies, ethnic cleansing, aggression, racial discrimination, colonial settlement, field executions, attacks on civilians and the violation of all Palestinians rights. And the international community has failed even to save its decisions related to the Palestinian cause and failed to protect civilians, and hold the leaders of the occupation accountable as war criminals, which has allowed the occupation state to commit more crimes and expand its aggression against the Palestinians in Jerusalem, the West Bank, 48 areas and the Gaza Strip.
According to the first protocol annexed to the provisions of the 1977 Geneva Convention and United Nations General Assembly resolutions, the Palestinians have the right to resist occupation and defend themselves, and the right to self-determination guaranteed under the United Nations Charter and human rights charters.
Those who demand the Palestinians to stop resisting the occupation, they must first end the occupation, stop colonial settlement in the West Bank, Judaization, ethnic cleansing in Jerusalem, racial discrimination and attacks on Arab citizens in the 48 areas, stop the aggression on Gaza and lift the siege, and ensure the establishment of an independent state with Jerusalem as its capital and the return of refugees.
The international community and international organizations shouldn’t be content with condemning the occupation crimes, but rather exert pressure to stop war crimes, hold the occupation leaders accountable as war criminals, provide all support for the Palestinian struggle, provide international protection, and impose boycott and punishments on the occupation state until it complies with the rules of international law and United Nations resolutions

ICSPR condemns murdering the Palestinian citizen “Osama Muhammad Mansour” in cold blood by the occupation authorities, and demands international protection for the Palestinian people under occupation.

 No: 39 / 2021

Date: 6 Apr 2021

PRESS RELEASE

ICSPR condemns murdering the Palestinian citizen “Osama Muhammad Mansour” in cold blood by the occupation authorities, and demands international protection for the Palestinian people under occupation.

The International Commission to Support Palestinians’ Rights (ICSPR) strongly condemns the escalation of crimes against Palestinian civilians committed by Israeli soldiers. The latest of these crimes was this morning, April the 6th, where  occupation authorities murdered the citizen “ Osama Muhammad Mansour ” (42 yr) from Bir Nabala town in the occupied West Bank.

According to available data, the Palestinian Ministry of Health announced this morning the martyrdom of the aforementioned citizen and the injury of his wife due to a bullet targeted her back. It is worth mentioning that the Israeli occupation forces opened fire at the victim’s car after allowing him to move, in an outright execution crime, and a further violation of the minimum human rights and international humanitarian law charters.

ICSPR condemns again the escalation of field execution crimes, and confirms again and again that these crimes against the Palestinian people would not have been committed, if it were not for the silence of both Arab and international communities, which encourages more cases to be committed against civilians. Thereofre:

1-ICSPR calls on the international community to take immediate action to secure legal protection for Palestinian civilians in the occupied territories, in a way that restores the victims’ trust in the international law system and its efficiency.

2- ICSPR calls on the High Contracting Parties to the Fourth Geneva Convention to fulfill their obligations contained in Article I of the Convention, according to which they undertake to ensure the convention’s respect in all cases.

3- ICSPR calls on the Palestinian Authority to intensify its work with the International Criminal Court, the Human Rights Council, and all international actors, urging them to take serious action and force the occupation authorities to comply with the rules of international law.

4- ICSPR urges the Public Prosecutor of  ICC “Fatou Bensouda” to accelerate the investigation of the Israeli crimes committed against Palestinians, in a way that enhances achieving justice for the victims and proves the independence and effectiveness of the International Criminal Court.

ICSPR condemns the escalation of hatred and incitement campaigns, and calls on the electoral forces and lists to enhance a discourse that respects the rule of law and protects civil peace.

Ref: 38/2021

Date: 4 April 2021

Press release,

ICSPR condemns the escalation of hatred and incitement campaigns, and calls on the electoral forces and lists to enhance a discourse that respects the rule of law and protects civil peace.

With great concern and condemnation, the International Commission to Support Palestinians’ Rights (ICSPR) follows the political leaders’ statements, which include escalation of threatening campaigns, the spread of hatred, accusations and bullying, especially during the past few days while the Central Election Committee closes the door to candidacy according to the law, which sometimes reached the level of using weapons and public threats, against the background of internal disputes over candidacy and the ranking of candidates on the electoral list. If this situation continues, it shall endanger civil and societal peace, as that the high rates of incitement, slander and defamation are a proven successful recipe to political violence and infighting.

ICSPR declares again its position in support of freedom of thought, opinion and expression as rights guaranteed under the Palestinian Basic Law and international human rights standards, it renews its rejection of all violations and abuses of insulting and slandering others or inciting and defaming a candidate or a list, these actions go beyond the framework of freedom to a punishable crime by the Penal Code and the Elections Law, which prohibits and criminalizes the incitement of sectarian, gender, race and religion strife. ICSPR stresses the need to hold the Palestinian elections on time, end the division and address its catastrophic repercussions, strengthen the process of democratic transition, renew the legitimacy, re-arrange, activate and unify the institutions of the political system, stop the deterioration in the management of public affairs and contribute to reducing the violation of rights and freedoms, confront the occupation’s obstacles to the electoral process. Therefore:

1. ICSPR calls on the factions, forces, candidates and political leaders to spread the culture of reconciliation, pluralism and tolerance in their statements, including condemning and rejecting the culture of hatred, infighting, intolerance and recrimination, and put an end to incitement, slander and defamation during the election campaign activities.

2. ICSPR calls on the Central Elections Committee and all concerned parties to work to create a suitable environment that guarantees freedom and integrity of elections, on the basis of equal opportunities for all competing parties and lists, and to allow all candidate lists to carry out their electoral campaigns without any obstacles or threats against the background of opinion or promotion of their electoral programs.

3. ICSPR calls for making the upcoming elections an opportunity, in order to renew the current leadership structures and an entry point to end the division, not a tool of fragmentation and chaos, as elections were never the purpose, rather, they are part of a comprehensive democratic reform process that requires the provision of guarantees to make them an entry point for promoting democracy, pluralism, tolerance and political partnership.

4. ICSPR demands the Public Prosecution Office and the judicial authorities to open a serious and transparent investigation into incidents of tampering with the electoral record, shooting and terrorizing citizens, and spreading a culture of hatred, recrimination, bullying, slander and insulting, and holding their perpetrators accountable to ensure judicial accountability for electoral crimes, in a way that enhances the integrity of the elections, the rule of law, and the protection of civil and societal peace.

5. ICSPR renews its calls for all Palestinian categories to work hard to ensure the success of the electoral process in all its stages, up to an agreement to form a government of national unity, regardless of the results of the upcoming elections, in a way that strengthens the ability of the people and the Palestinian system to face internal and external threats and challenges.

The International Commission calls for the eradication of poverty and unemployment in the Gaza Strip, as a result of the 14-year Israeli blockade

NO: 99 / 2020

Date: 17 Oct 2020

On the International Day for the Eradication of Poverty.

The International Commission calls for the eradication of poverty and unemployment in the Gaza Strip, as a result of the 14-year Israeli blockade

Occupied Palestine / Gaza: The International Commission to Support Palestinians’ Rights (ICSPR) directed a briefing note, on the occasion of the International Day for the Eradication of Poverty which was declared by the United Nations General Assembly during Resolution 47/196 of 22 January 1992, calling for urgent intervention to ensure the enjoyment of the Palestinian people of a decent standard of living.

Within which it confirmed to the Secretary-General of the United Nations, the High Commissioner for Human Rights, the United Nations Coordinator for the Peace Process, the President of the Human Rights Council, the United Nations Special Rapporteur on human rights in the Occupied Palestinian Territory, the Special Rapporteur on the right to food, and the special rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, Special Rapporteur on extreme poverty and human rights, Special Rapporteur on the right to development, the Working Group on Human Rights and Transnational Corporations and Other Business Enterprises, President of the Food and Agriculture Organization of the United Nations, head of the World Food Program, that all persons must enjoy all rights as a means of ensuring that everyone can live a free and decent life.

ICSPR indicated that the Palestinians, especially in the Gaza Strip, are now suffering from a real threat to their economic and humanitarian conditions alike, as a result of the illegal tightening of the Israeli blockade on the Gaza Strip for the 14th year in a row, which repercussions affected the economic, health and social conditions, threatening the Palestinian society in general, and in particular the Gaza Strip.

During the briefing note, it submitted numbers and statistics that explain the state of misery experienced by the Palestinian people, especially in the Gaza Strip, in light of the intensification of the Israeli siege, which will increase the complexities of the rest of the sectors, and will affect the social conditions, as the rates of crimes, suicides, violence, drug abuse, depression and illiteracy will rise.

ICSPR affirmed that what the Israeli occupation is doing is considered a crime of collective punishment against civilians in the Gaza Strip,  a violation of the provisions of international human rights and international humanitarian laws, which affirmed the occupation’s obligations towards the civilian population in the land it occupied..
