The International Commission (ICSPR) calls on the national authority and the international community to take action to stop extrajudicial execution by the Israeli occupation forces

The International Commission to Support Palestinians’ Rights (ICSPR) strongly condemns the inhumane crime of extrajudicial execution and the excessive use of force by the Israeli occupation forces. Where today, Wednesday, 04 Nov 2020, they executed the 29-year-old Preventive Security officer Bilal Adnan Al-Rawajbah in his office at a checkpoint south of Nablus with four bullets, and prevented ambulances from reaching him, leaving him to bleed until he passed away, and claimed that he was trying to shoot at the occupation soldiers who were near the checkpoint.
ICSPR condemns the recurrence and continuation of committing these grave violations against Palestinian citizens and their properties, especially extrajudicial execution crimes, as this is the fifth case this year, including a 15-year-old child who was shot in the head.
ICSPR confirms that these crimes constitute international crimes in accordance with international covenants and conventions, including a war crime according to the Rome Statute, and in violation of international laws and conventions, especially the Fourth Geneva Convention of 1949 and the First Additional Protocol to the Convention. Therefore, ICSPR demands the following:
1. ICSPR reminds you of its firm position, which affirms that the occupation would not have dared to commit field and arbitrary executions crimes against the Palestinians if not for the silence and inability of the international community to put an end to the occupation’s crimes, including the failure of the accountability and international boycott system.
2. ICSPR urges the Prosecutor of the International Criminal Court to open a preliminary investigation into the extrajudicial execution crimes committed by the Israeli occupation against the Palestinian citizens, as they constitute a war crime according to Article 8 of the Rome Statute.
3. ICSPR calls on the international community to take immediate and serious action to hold the occupation leaders accountable for their crimes against civilians, and to provide legal protection for Palestinian civilians in the occupied territories.
4. ICSPR calls on the High Contracting Parties to the Fourth Geneva Convention to fulfill their obligations contained in Article 1 of the Convention, according to which they undertake to respect the Convention and to ensure its respect in all cases.
5. ICSPR calls on the Palestinian Authority to intensify its work with the International Criminal Court and the Human Rights Council and urge them to take immediate and serious action in terms of forcing the occupation authorities to comply with the rules of international law, including strengthening the paths of prosecuting the occupation leaders for their crimes against civilians.
