The International Commission (Hashd): The persistent failure of the legal, judicial, and international action systems to control and hold responsible the Israeli occupation places it in a circle of suspicion and politicization.

 

For the second day in a row, Israeli military occupation forces continue to carry out a large-scale military attack on Jenin camp, intentionally harming civilians and civilian property, according to the most recent Palestinian Ministry of Health statistics up until 09:00 a.m. today, Tuesday, 04 July. 2023 led to the death of ten citizens and the injury of 100 people, 20 of whom are in severe condition, and extensive damage to citizens’ infrastructure, residences, and property.

For the second day, Israeli crime and terrorism continue in the Jenin camp, with neither humans nor stones left alone as bombing actions with warplanes and heavy vehicles continue, as does the continuous shooting of citizens, and the conversion of many citizen’s homes into military barracks over which snipers are stationed, and the siege of Jenin camp with the continuation of acts bulldozing and destroying the camp’s infrastructure, cutting off electricity and water lines, and forcibly displacing 3,000 residents from the camp.

In addition to deliberately targeting journalists to prevent them from covering, documenting, and reporting the Israeli occupation’s crimes in the camp, while the occupation’s practices and crimes, as well as its siege of the camp and cutting and destroying streets, hampered the provision of ambulance services and the evacuation of the wounded to hospitals, in an Israeli disregard for all legal and humanitarian values and principles, which continues to this day, An international system that calls into question the entire system of work, international law, and the court, which has always been used more effectively in past wars than it is in the case of the Israeli occupation.

 

The International Commission to Support Palestinian Rights (Hashd), pointing out the Palestinian people’s right to resist the occupation using any and all means as a recognized right under international law; Noting that the system of law, justice, and international action is facing a real test that will reveal the extent to which it complies with humanitarian values and principles, and warning of the expansion of aggression and worsening of the humanitarian situation in the Jenin camp as a result of the Israeli occupation forces’ continued military escalation, Given that the Israeli military occupation forces’ operations of killing, house demolitions, and forced displacement against civilians in Jenin camp create a full-fledged war crime and evidence of the existence of a prior plan to destroy the camp, it comes in the context of deepening colonial control and the racist crimes of the Israeli occupation, which escalated with the formation of the far-right fascist government aimed at consolidating the process.

 It defines and requires the following:

  1. The International Commission (Hashd): condemns the continuation of the international and regional silence conspiracy against the heinous crimes committed by the belligerent occupation authorities and reiterates its calls for the international community to act to stop the crimes of the Israeli occupation in Jenin and to allow ambulances to enter to transport the wounded to hospitals and provide health services.
  2. The International Commission (Hashd): calls on the contracting parties to the Fourth Geneva Convention to take a clear and explicit stand against Israel’s refusal to apply the Convention in the Palestinian territories and to take serious steps to respect international humanitarian law, provide international protection for Palestinians, and prosecute occupation leaders under international law.
  3. The International Commission (Hashd): urges Palestinian leadership and diplomacy to refer Israeli occupation crimes to the International Criminal Court and to work more closely with the court’s prosecutor to end the policy of procrastination and double standards, as well as to expedite investigation procedures for international crimes committed by occupation forces, to ensure that Israeli criminals are not acquitted.
  4. The International Commission (Hashd): calls on Palestinian leaders to agree on a national strategy based on internationalizing the conflict, adhering to national consensus decisions, rebuilding all institutions of the Palestinian political system on democratic foundations, holding elections, strengthening citizens’ steadfastness in Jenin and all occupied Palestinian territories, and maximizing popular, legal, and diplomatic engagement to confront The plans, crimes, and terrorism of the Israeli occupation state and its racist colonial policies.
  5. The International Commission (Hashd): urges the international solidarity movement with the Palestinian people, as well as all Arab, regional, and international organizations, to exert pressure on governments at all legal, political, diplomatic, human rights, and popular levels to carry out their moral and legal obligations to protect Palestinian civilians in the Jenin camp and to support the Palestinian people’s struggle and rights.
