ICSPR CUTTING SALARIES OF 277 EX-DETAINEES IS A FLAGRANT VIOLATION OF LAW

ICSPR cutting salaries of 277 ex-detainees is a flagrant violation of law and serious indicator shows that PA response to Israeli and American pressures.
International Commission to Support Palestinian Rights (I.C.S.P.R) has followed with deep concern the local news which informed that Palestinian Authority (Ministry of Finance and other military financial authorities) have cut the salaries of almost 277 ex-detainees from Gaza Strip.
According to the information by the ex-detainees: Zaid Al Kilany, via telephone, to the legal department at International Commission to Support Palestinian Rights, he stressed that many ex-detainees including a number of deportees to Gaza Strip have been shocked in cutting their salaries while they were heading to banks, and he added that Mr. Issa Qaraqe, the Chief of prisoners Affairs and former Minister, refer that this decision is from superior authorities.
International Commission to Support Palestinian Rights (I.C.S.P.R) has emphasized that this decision was unconstitutional and violate the provisions of the basic law explicitly stressed that take care of martyrs, wounded and prisoners shall be regulated by law, in accordance with article (22/2) as a violation of the Law of Prisoner No. (19) of 2004 and its amendments, which emphasized the right of liberated detainees to receive monthly salary according to a specific system.
International Commission to Support Palestinian Rights (I.C.S.P.R) considered that this procedures came as a response from Palestinian Authority to the new pressure and conditions of Israeli and American government’s which demanded to stop financing and paying the salaries of the detainees and ex-detainees, in disregard of the principles of law and human rights conventions.
International Commission to Support Palestinian Rights (I.C.S.P.R) expressed that this decision is illegal and immoral, and falls under the Government policy which aimed at prosecuting staff and prisoners to live in dignity, especially in Gaza Strip.
International Commission to Support Palestinian Rights (I.C.S.P.R) stressed that it is not permissible for anyone to compromise detainees rights which are guaranteed by law, as it warned of the seriousness of any new procedures designed to sacrifice human rights such as cut salaries of employees, ex-detainees and martyrs’ families, and continuing imposition of sanctions on Gaza Strip in exchange for illusions to back to negotiations and accepting a settlement which does not respond to the national rights and form a gateway to condemn the struggle and resistance of the Palestinian people.
As a belief of International Commission to Support Palestinian Rights (I.C.S.P.R) that prisoners are an icon and title for the steadfastness and dignity of the Palestinian people, it emphasizes the following:
The illegality of this procedure, as it violates the Palestinian laws, especially the Palestinian basic law and prisoners and ex-detainees law.
ICSPR calls upon the Palestinian President and Palestinian Government to withdraw this decision immediately, and to re-pay the full salaries to the prisoners and ex-detainees in order to achieve the justice.
ICSPR calls upon the Executive Committee of the Palestine Liberation Organization, the Palestinian factions, civil society organizations to fulfil their ethical and national duties.
Support the efforts of union movement and peaceful legal and judicial gathering to object this decision.
