I.C.S.P.R: ISRAELI FIELD EXECUTIONS AGAINST PALESTINIAN CITIZENS REPRESENT A BLATANT DISREGARD FOR INTERNATIONAL LAW

I.C.S.P.R Israeli field executions against Palestinian citizens represent a blatant disregard for international law

International Commission to Support Palestinian Rights (I.C.S.P.R) strongly condemns that Israeli forces, on Wednesday afternoon 29 March 2017 executed the citizen: Siham Ratib Nimr 49-year-old in the Old City of occupied East Jerusalem, after she allegedly attempted to carry out a stabbing attack.

Witness said that Israeli border police officer shot Nimr while she was walking with her daughter in the entrance of Damascus Gate, without any reason, and without any risk at the Israeli soldiers, and that Israeli police forcibly prevented ambulances of Palestinian Red Crescent from approaching the woman, leaving her to bleed to death.

Nimr was the mother of Mustafa Nimr, a 27-year-old Palestinian who was killed by Israeli forces in September during a night raid in the Jerusalem-area Shufaat refugee camp, allegedly that he was attempting to carry out stabbing attack with his cousin.

This crime is part of a series of Israeli field executions against Palestinians, which marked an increase in recent months, killing more than 280 Palestinian civilians, all were executed in the field by Israeli soldiers, settlers, Israeli police and security agents allegedly attempting to carry out stabbing attack.

International Commission to Support Palestinian Rights (I.C.S.P.R) condemns this crime, affirming that filed execution and physical liquidation considered as flagrant and serious violation of the principles of international law, which prohibit by law all extra-legal, arbitrary and summary executions, therefore International Commission record and demand the following:

It viewed the killing and filed execution against Palestinians in West Bank with deep concern, revealing an Israeli systematic policy, which carry out clear disregard of the international law.
Affirms that Israeli Occupation Forces continued to carry out field executions using lethal killing tools, although the circumstances do not require the use of excessive force, which considered a war crime according to Rome Statute.
Confirms that the documented facts showed that most filed executions committed by Israeli soldiers, settlers and Israeli Police were without any threat to the lives of Israeli soldiers and settlers, in particular, that some cases involved filed execution to people who was wounded.
Consider that the Israeli executive, legal, political and judicial system, acts as a cover for Israel and its civilian and military agents, to prevent any legal accountability for soldiers and settlers, which encourages them to commit more crimes against Palestinian civilians.
Demand the Palestinian Diplomacy to make more efforts to refer these situations to the International Criminal Court to make step forward towards an international investigation of the crimes committed by the occupying forces, which can lead to account the occupation leaders.
Based on that, ICSPR calls international community for effective action to declare a position about the policies and the systematic Israeli crimes, including accountability procedures and to prosecute the perpetrators of these crimes, through principle of exclusive international jurisdiction in front of International Criminal Court.
Demands the Arab leaders who met in the 28 Arabian Summit to take a clear position and stringent procedures towards continuing Israeli State in disregarding of all international standards through adopting policy of killing Palestinians. Especially the execution of Siham Nimr accompanied by announcement of the conclusion of the 28 Arab Summit in Jordan.
