ICSPR condemns arresting General Muhammad Al Dayya, demanding an
investigation to ensure that these illegal practices are nor repeated
The International Commission to Support the Palestinian Rights (ICSPR) followed with deep concern arresting General Muhammed Al Dayya, the personal bodyguard of the late Palestinian president Abu Ammar, by the military intelligence service in the West Bank 5 days ago. Meanwhile, media facilities shared news that Al Dayya has been on hunger strike in Jericho prison for three days.
A press statement issued by the Al-Dayya family said that the family had asked about the charge against its son. The authorities replied that he was arrested because of misusing his social media pages and criticizing policy of the authorities and some of the presidents associates. The family was prevented from visiting or contacting him, and he was transferred to an unknown destination
ICSPR emphasizes that political detention and arbitrary detention are violations of human rights and Palestinian law, since it has not been proven that General Muhammad Al Dayya committed any violation of the law. ICSPR expresses its concern over the detention of Dayya, especially preventing his family of his visit, and the lack of respect for all of his legal rights. ICSPR calls upon the following:
1- ICSPR express its absolute rejection of any attempts to neutralize and portray political and arbitrary arrests as criminal arresting.
2- ICSPR crowd believes that the arrest of General Dayya and others is motivated by a policy of silence and exclusivity exercised by the security and military services in the West Bank, which has not ceased to practice political and arbitrary detention even after the signing of the final agreement by Fatah and Hamas.
3- ICSPR urges the Palestinian government and the Attorney General immediately to release all political prisoners arbitrarily detained in the West Bank, on top of whom Gen. Muhammad Al Dayya, and to refrain from this practice, which constitutes a violation of the law. It is necessary to work on the need to enable lawyers and detainees to visit and know the place of detention and to check the conditions of detention, especially in any proportion of torture and ill-treatment and ensure all legal rights especially the right to due process of law.
