ICSPR sends an urgent call for action and solidarity with the prisoner Hisham Abu Hawash.

 

The International Commission to Support Palestinians’ Rights “ICSPR” called on international organizations and personnel to put all pressure on the Israeli occupation authorities to save the life of the detainee Hisham Abu Hawash, who is on hunger strike in the Israeli occupation prisons for the 135th day, demanding to end the crime of arbitrary administrative detention without indictments or fair trial, as well as the rest of the grave violations to which he and all detainees are subjected to in the occupation prisons, including torture, medical negligence and arbitrary measures that violate the provisions and rules of international humanitarian law and human rights charters.

Where it pointed out in its call that, as the hunger strike continues, the health condition of Abu Hawash has reached an extreme level, and his life is in grave danger and threatened with death at any moment.

Is a license to kill Palestinian civilians in the West Bank and Jerusalem

 

The International Commission to Support Palestinians’ Rights (ICSPR)Addressed the public prosecutor of the international criminal court, to inform him of the continued extensive application of the policy of field killings and extrajudicial executions by the Israeli military occupation, which -on daily basis- targets Palestinian civilians in Jerusalem and the cities of the West Bank, causing civilian casualties, including children and women near the fortified Israeli checkpoints in circumstances completely free from any objective and logical justification continues until this moment, where the majority of martyrs have not been involved in any hostile or war action.

 

ICSPR urged him to take a step forward, by actually starting to conduct preliminary investigations, which would achieve the required deterrence to limit the adoption and implementation of the new open-fire instructions and Israeli military plans that are inconsistent with the principles of international humanitarian law and the rules established in the Interpretive Manual of the International Committee of the Red Cross on direct participation in hostilities. It also indicated that disrupting or delaying the work of the principle of international accountability means encouraging the Israeli occupation forces to commit more crimes described in the Statute of the Court, the four Geneva Conventions, especially the Fourth Convention of 1949 and the First Additional Protocol of 1977.

ICSPR visits the Church of the Latin Monastery in Gaza to celebrate Christmas with Christian brothers.

 

Occupied Palestine/Gaza: The International Commission to Support Palestinians’ Rights “ICSPR” and “Basmat Amal” youth team visited the Church of the Latin Monastery in Gaza City, to celebrate Christmas with Christian brothers.

The participating delegation included activities coordinator Ibrahim Al-Ghandour, journalist Asaad Al-Beiruti, and members of the Basmat Amal youth team affiliated with ICSPR.

On his part, Father Gabriel Romanelli, pastor of the Latin Church in Gaza, said: “Christians are not a community as many believe, but they are the sons of Palestine, and it is good to maintain bilateral relations between Muslims and Christians, pointing out that the Patriarch, upon his recent visit to the city of Bethlehem to celebrate the birth of Christ, focused on the necessity of supporting the rights of the Palestinian people, including the right to travel, as it is an internationally guaranteed right.”

He stressed the need to resist the occupation by peaceful means away from any other methods, indicating that the clergy pray not only for Christians but Muslims as well, expressing his regret that the Palestinian is considered a criminal just because he was born in this land, which is not acceptable to God.

ICSPR issues a paper entitled: “The Denial of Justice in Palestine”

Occupied Palestine/Gaza: The legal and human rights department of the International Commission to Support Palestinians’ Rights (ICSPR) issued today, Wednesday, a paper entitled: “The Denial of Justice in Palestine.”

 

The paper aims to clarify the nature of the executive authority’s violation of justice in Palestine, and its denial of implementing the provisions of the Palestinian judiciary, which makes the victims’ last resort unavailable, especially in the absence of official and unofficial oversight bodies, contrary to the text of Article (106) of the Palestinian Basic Law, which stipulates that That: “Judicial rulings shall be implemented. Refraining from or obstructing the implementation of a judicial ruling in any manner whatsoever shall be considered a crime carrying a penalty of imprisonment or dismissal from position if the accused individual is a public official or assigned to public service. The aggrieved party may file a case directly to the competent court and the National Authority shall guarantee a fair remedy for him.

The paper also seeks to open the doors for researchers and activists to contribute to the development of solutions that would overcome the policies of denial of justice, implement judicial rulings in a way that achieves societal stability, and determine the path that must be taken to hold the perpetrators of this crime accountable, in a way that enhances the principles of separation of powers, the rule of law and respect for the rights and freedoms of citizens guaranteed by the texts of national and international laws and charters.

The paper addressed the independence of the Palestinian judiciary, and the most prominent obstacles facing the implementation of the rulings of the Palestinian judiciary, which were represented in the structural reasons related to the political elite, the weakness of official and popular oversight on the principle of legality and the rule of law, and the state of internal division and the division of the judiciary’s reference.

ICSPR sends a briefing note on the situation of Palestinian child rights during 2021 to international human rights organizations.

 

The International Commission to Support Palestinians’ Rights (ICSPR) informed international organizations and personnel of the situation of Palestinian child rights and the violations to which they are exposed by the Israeli occupation, urging them to intervene urgently and make more efforts using their legal and moral mandate to compel the occupation state and its military and civilian agents alike to stop their violations against Palestinian children.

The note included a precise statistic conducted on the situation of the Palestinian child in 2021, showing that:

  • The number of children under 18 reached about 2.31 million (1.18 million male and 1.13 million female). Thus, the percentage of children in Palestine is about 44.2% of the total population, 42.0% in the West Bank and 47.5% in the Gaza Strip.
  • Israel still practices a policy of arrest and detention against Palestinian children, where the Palestine Center for Prisoner Studies indicated that the rate of arrested Palestinian children since the beginning of 2021 has reached (1,000) children, of whom (160) are still in detention, in addition to their exposure to violations during detention, in violation of rules of international law and the Convention on the Rights of the Child.
  • Four children from the Gaza Strip were arrested while they were hunting birds or even hiking and exploring the areas near the separation fence.
  • Israel has prevented humanitarian aid from reaching children, where 28% of requests from the Gaza Strip for children to receive health care were rejected.
  • The martyrdom of (77) children in the occupied Palestinian territories, 16 of them in the West Bank, including Jerusalem, and (61) in the Gaza Strip were martyred during the Israeli aggression on the Strip, which lasted for 11 days.
  • Thousands of children in the Gaza Strip have been deprived of their right to education as a result of the Israeli occupation forces targeting schools during the recent aggression on Gaza, where (197) schools and medical centers were partially damaged whether by targeting them directly or by targeting their surroundings.

The note also demanded a provision of international protection for the children of Palestine against Israeli violations and prosecuting it for its international crimes against Palestinian children.

ICSPR: The escalation of extra-judicial killings of Palestinian civilians is new evidence of Israeli occupation’s disregard for the rules of international law.

The International Commission to Support Palestinians’ Rights (ICSPR) is following with great concern and condemnation the escalation of extra-judicial killings practiced by the Israeli occupation forces against Palestinian civilians in the occupied Palestinian territories. Where on Wednesday evening, December 22, the Israeli military occupation forces executed the young man: Hikmat Abdel Aziz (22 years), from the village of Marka, south of Jenin, after the occupation soldiers fired at his vehicle and set it on fire near the town of Yabad, southwest of Jenin.

 

The Israeli occupation authorities have recently escalated the number of killings and field executions, the latest of which was the commission of the crime of executing and burning the citizen Hikmat Abdel Aziz, in a clear reflection of declared Israeli policies and methodology, the latest of which was the amendment of the rules of shooting by Israeli soldiers against Palestinian civilians; These policies reflect a clear contempt for the Palestinians’ right to life, which amounts to grave crimes under well-established principles of international law and action.

 

ICSPR expresses its condemnation of the escalation of the occupation’s crimes against Palestinian civilians, and reaffirms that these crimes would not have escalated against the Palestinian people if they were not for the silence of the international community, which encourages the occupation authorities to commit more crimes against safe civilians. ICSPR warns against the consequences of continuing the Israeli policy of killing and field executions against Palestinian civilians. Therefore:

 

  • ICSPR calls on the international community and all its institutions to act urgently to secure legal protection for Palestinian civilians in the Gaza Strip, the West Bank and occupied Jerusalem, where the pace of war crimes and crimes of racial discrimination has escalated in an unprecedented and blatant manner.
  • ICSPR calls on the High Contracting Parties to the Fourth Geneva Convention, to fulfill their obligations contained in Article 1 of the Convention, according to which they pledge to respect and ensure respect for the Convention in all cases.
  • ICSPR calls on the Palestinian Authority to take real action by mobilizing all available diplomatic, political and legal spaces, in order to strengthen efforts to isolate, boycott, and hold the occupation accountable for its crimes against the Palestinian people.
  • ICSPR stresses the importance of intensifying work with and next to the International Criminal Court, the Human Rights Council, and all international actors, to urge them to take serious action to compel the occupation forces to comply with the rules of international law, including expediting the investigation steps of the International Criminal Court into Israeli crimes.

In cooperation with “Fakhr Al Arab”, ICSPR holds a workshop on “The Impact of Volunteering on the Future of Youth”.

 

Participants recommended the necessity of strengthening the role of Palestinian youth in civil society institutions and preserving their rights and dignity, which are guaranteed by law, calling on the competent authorities to take legal measures against violators of owners of companies and institutions in society.

This came during a workshop held by ICSPR in cooperation with the Fakhr Al-Arab Center of the General Authority for Youth and Culture, to discuss “the impact of volunteering in local community institutions on the future of youth,” in the presence of a number of male and female graduates.

Muhammad Shaqoura, Chairman of the Board of Directors of Fakhr Al-Arab Center, said: “Volunteering in the Palestinian society is a lofty value that should be respected and appreciated, which requires concerted efforts for the renaissance of volunteer work within institutions, companies, and the local and civil society. The youth volunteers have presented the most wonderful images of sacrifice and redemption in several places, most notably during the ongoing wars on the Gaza Strip, the most recent of which was the aggression of the Israeli occupation during the month of May of 2021, where the youth teams were mobilized to provide relief to the displaced citizens due to the violent bombing, and the volunteers also contributed to removing the rubble and cleaning public junctions to facilitate the movement of citizens and vehicles.

The Theater House Foundation in cooperation with ICSPR concluded a training entitled “Drama and Storytelling in Education”

 

Occupied Palestine/Gaza: The Theater House Foundation, in cooperation with ICSPR concluded a training course entitled “Drama and Storytelling in Education” with the participation of twenty students of both genders.

The 12-hour training dealt with how to use drama and storytelling as a means of education, and to employ them effectively in working with children.

The participants expressed their overwhelming happiness with what they learned during the three-day training course, which was held at the ICSPR’s headquarters in Gaza City.

In their turn, the organizers of the training praised the efforts of ICSPR and its cooperation and the provision of all that is required for the success and completion of the course.

The training concluded with the distribution of certificates to the participants, approved by the Theater House Foundation and ICSPR, with sincere wishes that this session would be a hope for young people to represent Palestine at the local, Arab and International levels.

ICSPR calls on the Palestinian security services in the West Bank to stop the practice of political and arbitrary detention.

 

The International Commission to Support Palestinians’ Rights (ICSPR) follows with concern the continued implementation of political, arbitrary and illegal arrests campaigns of political opponents amid the deteriorating internal security situation in the West Bank and the growing and recurring cases of security chaos in several cities of the West Bank.

 

ICSPR condemns these practices in the strongest possible terms and considers that the practice of political and arbitrary detention, and the accompanying perpetration of the crime of torture, constitute a clear violation of the obligations of the National Authority under national law and the international conventions on human rights to which it has acceded. It also fears this to be a scheme that seeks to take us back to the square of political and arbitrary detention as a means of revenge and political terrorism. Accordingly:

 

  • ICSPR calls on the Palestinian Public Prosecutor to work seriously to ensure the immediate release of all political detainees at the hands of the Palestinian security services in the West Bank.
  • ICSPR calls on the Palestinian security services to stop practicing political reprisals, and to fully abide by the provisions of the national law, which granted the powers to arrest and restrict freedom only to judicial officers, who are subject to the supervision of the Public Prosecution.
  • ICSPR calls on the local community, and in particular the parties and unions, to exert more efforts to pressure the Palestinian Authority to stop arbitrary and political arrest campaigns, and not to drag society back into the square of political and arbitrary detention.

On the occasion of Human Rights Day

ICSPR: Rights are not negotiable or subject to bargaining under any justification.

 

The International Commission to Support Palestinians’ Rights (ICSPR) salutes human rights activists, defenders, free people around the world, and advocates of humanity on the occasion of Human Rights Day, which matches the 10th of December, where the international community dedicated this day to commemorate Human Rights Day since the issuance of the Universal Declaration of Human Rights by the United Nations General Assembly on December 10, 1948, this comes in order to highlight the progress made in the realization and promotion of respect for human rights, as well as the solidarity of peoples with the victims of violations, by fulfilling the moral duties entrusted to the international community towards the rights guaranteed by the Universal Declaration of Human Rights, which contributes to preventing human beings from being subjected to further violations.

This occasion witnessed the escalation of the Israeli violations practiced before all countries of the world, where the Palestinians face various forms of violations that contradict and violate the principles of the Universal Declaration of Human Rights, as the Israeli occupation violates the right of the Palestinian human being to political and economic self-determination, the right to life, liberty and personal safety, freedom of movement, and random and daily arrest campaigns.

In addition to escalating settlement expansion and construction, the practice of forced displacement and the Judaization of the city of Jerusalem, and the control of Palestinian natural resources in light of the continued systematic and organized Israeli occupation of the land of the State of Palestine, causing violating the civil, political, economic and social rights of the Palestinian people around the clock, and the practice of an unprecedented escalation of its crimes against Palestinian civilians, the most recent of which were the crimes committed during the latest Israeli military operation in the Gaza Strip; In addition to the continued imposition of the siege and the policy of closure on the Gaza Strip.

The Israeli violations were accompanied by the insistence of the Palestinian leadership to deprive the Palestinian people of exercising their right to choose their representatives through holding general elections and imposing collective punishments against the residents of the Gaza Strip, which began about 4 years ago by deducting more than 60% of the employees’ salaries, and cutting the salaries of thousands of others, and forcibly referring hundreds of employees to early retirement or financial retirement, delaying the payment of financial allocations to poor families, which led to an exacerbation of the tragic conditions of the residents of Gaza. Insisting to deny justice, refraining from executing judicial rulings, practicing arbitrary arrests, preventing peaceful gatherings, violating freedom of opinion and expression, and preventing the issuance of passports to some citizens on the background of political affiliation. The rise in indicators of security chaos that threatens civil and social peace, and the decline in economic and humanitarian conditions, the rise in poverty and unemployment, and the absence of serious national policies to address all national and humanitarian challenges, which makes the year 2021 the worst in terms of respect for human rights.

ICSPR considers that Human Rights Day constitutes a renewed opportunity to stand on the suffering of the Palestinians, and to draw the world’s attention to the ongoing and exacerbated tragedy as a result of the continued deprivation of their basic rights, and reminds the international community of the fact that there is an urgent need to protect Palestinian civilians and triumph for the victims of violations in the occupied Palestinian territories. ICSPR reminds all official bodies in Palestine of the need to work hard to respect human rights in Palestine, by agreeing on a comprehensive national program and strategy to rebuild the institutions of the political system. Accordingly:

  • ICSPR calls on the international community, in particular, the High Contracting Parties to the Fourth Geneva Convention, to intervene in order to compel the Israeli occupation to fulfill the obligations imposed on it by the Universal Declaration of Human Rights, which, although not mandatory, constitutes the moral force of the idea of ​​human rights.
  • ICSPR affirms that the international community is more than ever required to assume its legal and moral responsibilities individually and collectively, and to take practical measures that lead to respecting and ensuring respect for the principles and provisions of international law, justice, custom and action to end the occupation, and to realize the inalienable legitimate rights of the Palestinian people, including the adoption of a binding international resolution that ends the occupation and provides international protection for the Palestinian people.
  • ICSPR calls on the United Nations to work seriously for an international conference aimed at considering international mechanisms based on the implementation of the resolutions of international legitimacy that are fair to the Palestinian people, and not to sacrifice the rights of the Palestinian people and make them dependent on the path of negotiations.
  • ICSPR calls on the Palestinian presidency and government to immediately and unconditionally abolish all decisions that carry collective sanctions against the Gaza Strip, and hold them responsible for the inhumane consequences of these sanctions, and to neutralize the rights of employees and citizens from any political considerations.
  • ICSPR calls on duty bearers and the Palestinian leadership to work on restoring unity in a way that enables building all the institutions of the political system on the basis of partnership, rule of law, separation of powers, and strengthening the independence of the judiciary through holding presidential, legislative, National Council, local and union elections in a way that enhances respect for rights and freedoms.
