ICSPR demands the Public Prosecution to investigate the circumstances of the death of a citizen at the Reform and Rehabilitation Centre (Taiba)

 

The International Commission to Support Palestinians’ Rights (ICSPR) follows with concern the death of Muhammad Mahmoud Saeed Baker, (43 yr), on Thursday 25 July 2019, after a deterioration of his health yesterday evening.

According to available information, at approximately 23:00 on Wednesday, 24 July 2019, Bakr was transferred from the Rehabilitation Center of Taiba to Al-Aqsa Martyrs’ Hospital following a deterioration in his health condition, where he suffered a heart attack, then Medical sources announced his death earlier today.

The Ministry of the Interior and National Security published on its website a brief press statement confirming the death of Bakr at the Al-Aqsa Martyrs Hospital following a heart attack, and that the deceased will be presented to forensic medicine to complete the legal procedures.

ICSPR expresses its deep regret at the death of Mohammed Bakr, and stresses that the safety of detainees is an integral part of the responsibilities and duties of law enforcement officials. Therefore:

  • ICSPR considers that every death in detention centers requires a criminal investigation, and that justifications for the death of the detainee do not exempt the competent authorities from their legal responsibilities and the duty to open a criminal investigation in this incident.
  • ICSPR calls on the Attorney General to open a serious and transparent investigation into the circumstances of the death of Mohammed Bakr, and to announce the results publicly.
