ICSPR: The escalation of extra-judicial killing committed by the occupation authorities against Palestinian civilians is new evidence of the disregard for the rules of law and the international community.
The International Commission to Support Palestinians’ Rights (ICSPR) strongly condemns and denounces the escalation of extra-judicial killings outside the scope of the law and the judiciary, which resulted during the past two days in the death of about (6) civilians in different parts of the cities and villages of the occupied West Bank, the latest of which was the killing of (5) citizens by the occupation’s bullets this morning in the city of Jerusalem and the Jenin camp, namely: Osama Sobh, Ahmad Zahran, Mahmoud Humaidan, Zakaria Badwan and the fifth is still unidentified, during a storming campaign launched by the occupation forces to carry out massive arrests in the West Bank and Jerusalem governorate on Sunday, September 26, 2021.
According to the data, the occupation authorities killed the citizen “Muhammad Ali Khabisa” earlier in cold blood, as a result of shooting him directly in the head, and injured 90 civilians on Friday, September 24, 2021, during the protests organized by the people of Beita village on Jabal Sabih south of Nablus, in rejection of the plans of displacement, confiscation and settlement, and thus the death toll of Beita village’s martyrs has increased to about (8) martyrs, in addition to injuring about (5000) others during the suppression of the weekly popular events.
ICSPR reiterates its condemnation of the escalation of field killings outside the scope of the law and the judiciary, and affirms that these grave violations, in addition to the fact that they constitute war crimes in accordance with the rules of international humanitarian law, especially the Fourth Geneva Convention and the Rome Charter establishing the Criminal Court, came within the framework of the systematic policy of denial perpetrated by the occupation authorities at various levels, and stresses that they would not have escalated against defenseless Palestinian civilians if they weren’t for the state of international silence and impotence, which constitutes a green light for the commission of more crimes, in light of the ineffectiveness of the course of international accountability. Therefore:
- ICSPR calls on the international community to take immediate action to secure protection for Palestinian civilians in the occupied territories, in a manner that puts an end to the crimes of the occupation.
- ICSPR calls on the High Contracting Parties to the Fourth Geneva Convention to fulfill their obligations contained in Article 1 of the Convention, which oblige them to respect the Convention and to ensure respect for it in all cases.
- ICSPR calls on the Prosecutor of the International Criminal Court, “Karim Khan”, to expedite the investigation steps into the Israeli crimes committed against the Palestinians, especially the killings and extrajudicial field executions.
- ICSPR renews its demand for the Palestinian leadership to quit dependency on negotiations, in favor of promoting reconciliation on the basis of partnership, which contributes to reactivating all the institutions of the political system, strengthening the steadfastness, and adopting a comprehensive national strategy through which the conflict is internationalized and all legal and human rights tools and mechanisms are employed in terms of holding the occupation leaders accountable for their crimes, in order to compel the occupation authorities to comply with the rules of international law related to Palestinian national rights.
