ICSPR LAW ENFORCEMENT OFFICIALS ARE REQUIRED TO RESPECT THE STANDARDS FOR THE USE OF FIREARMS

ICSPR Law enforcement officials are required to respect the standards for the use of firearms

 The International Commission  to Support  Palestinian Rights (ICSPR) follows with great concern the incident of the death of the detainee Awad Selim al-Shaer, from Rafah, who was detained by the Border Security Service on cases of smuggling weapons and prohibited materials across the southern border of the Strip. The security forces fired at him during an inspection of his farm according to a statement by the Interior Ministry in Gaza, in which it also said that it had opened an investigation into the incident.

 ICSPR considers the incident to be extremely serious and calls for the Public Prosecutors Office to take an immediate and serious investigation into the incident leading to real accountability for all those involved. This is important in order to ensure that this violation is not repeated and results of these investigations should be publicly published in order to ensure that deterrence is achieved in all attempts at infringement and beyond the limits of the law in dealing with citizens.

In this context ICSPR calls upon law enforcement officials to comply with the standards and rules for the use of firearms, the criteria for the use of force, respect the principle of necessity and proportionality according to the international standards on the use of force and firearms in particular the Code of Conduct for Law Enforcement Officials of 1979 , and the Basic Law on the Use of Force and Firearms by Law Enforcement Officials of 1990.
